The Christian population consists mostly of migrant workers from outside the country. There are only a few hundred Kuwaiti believers. Evangelism directed towards Muslims is strictly forbidden, and tribal loyalty prevents people from breaking away from family and community traditions . The constitution provides for freedom of religion but, in practice, religious minorities experience discrimination because of government policies. Non-Muslims - as well as non-Sunni Muslims - find it difficult or impossible to obtain legal permission to establish new places of worship.
